D.  48%

D is correct. This is an application of the binomial theorem under Hardy Weinberg Equilibrium. p2 2pq + q2 ~ 1 and p + q ~ 1. So, p2 ~ 0.36. p ~ 0.6. q ~ 0.4. 2pq ~ 0.48.
